Todd, you're correct into identifying the culprit, it's Defender all right, I had the exact same problem on a HP with genuine Windows 10 fresh install, no update and thanks to the magic of the Internet search I got to your initial post.
In my case it was a little different, in the way I knew I had something detected by it, but wanted to keep, thus I marked them "It's Ok" "It's safe" don't bother me with them anymore.
